3. ALL HAZARDS PLAN – ADOPTION 
This Master Plan would continue Baltimore City Government’s eligibility to apply for Pre- or Post-Disaster grants from the Federal Emergency Management Agency (FEMA), which is now part of the U.S. Department of Homeland Security. This report, 2011 Baltimore City All-Hazard Plan (BAHP), updates tables and reports on mitigation strategies found in the 2006 report (Tables involving analysis with GIS, Tables 12 – 18, will be updated for the 2013 BAHP using the soon to be adopted Digital Flood Insurance Rate Maps (DFIRM)). A more comprehensive effort to update the City AHP will be taking place over the coming months that will be supplemented by a Pre-Disaster Mitigation (PDM) Grant awarded to the City to create a more robust AHP. This effort will result in the 2013 BAHP. This ‘interim’ plan, 2011 BAHP, is allowing the City to lay the groundwork for a more comprehensive AHP while maintaining eligibility for disaster-related grants. The All-Hazards Plan does require approval by the Planning Commission every five years; either as a revised document or to sustain the plan as is.

Members of the Baltimore City’s Local Emergency Planning Committee (LEPC), including a variety of community organizations, along with City and State agencies have been notified of this action.

In advance of this hearing staff notified 114 organizations to include City agencies, development and environmental interests, and umbrella neighborhood organizations.

4. MAJOR SUBDIVISION PRELIMINARY PLANS/ 129 WEST FORT AVENUE 
The property known as 127 West Fort Avenue and 1503 Race Street (Lot 34/36 of Block 1002) is being subdivided into six lots for the development of ten new single family homes on five of the lots and one HOA lot to provide access to the rear of residential lots. The HOA lot will also be used for storm water management. Each town home will have a rear-loading one-car garage.

The South Baltimore Neighborhood Association was notified about the Major Subdivision Preliminary Plans/129 West Fort Avenue.

Recommendation: Approval, subject to comments from the Department of General Services

 

5. MINOR SUBDIVISION FINAL PLANS/ 6100 WABASH AVENUE 
The property known as 6100 Wabash Avenue is being developed with a 556,645 six story office building, a day care center and a 1,083 parking garage. The site is zoned O-R-2 and is 11.283 acres. 

On March 24, 2011, Baltimore City Planning Commission approved a two lot subdivision, Lot 1 and Lot2. Lot 1 is the subject of this action –Final Development approval.

The Baltimore Association for Retarded Citizens, Inc., American National Red Cross, Mayor and City Council, Seton Business Park Advanced Packaging, Inc, Glenn Neighborhood Improvement Association and the Brighton Community were notified about the Minor Final Subdivision Plans for 6100 Wabash Avenue.

Recommendation: Approval

6. CITY COUNCIL BILL #11-0765/ SPECIAL EVENT PARKING – ZONING – LICENSING AND REGULATION 
The general purpose of this bill is to create an area of the City where the regulation and licensing of Special-Event Parking Lots may occur. These Special-Event Parking Lots (also known as gypsy parking lots) are intended to be used for short periods of time (not more than 100 days per year), in conjunction with sporting events, or other short-duration events. The benefit to this program is that these lots are already functioning now on a short-term or informal basis. Revenue will be created by requiring licensure of these lots on a pro-rata basis as compared to other commercial parking lots.

7. CITY COUNCIL BILL #11-0737/ZONING – CONDITIONAL USE PARKING, OPEN OFF-STREET AREA – 4603 PALL MALL ROAD 
The Northwest Nursing home located at 4601 Pall Mall Road would like to buy this property from the City and improve the lot with a parking lot for staff and visitor use. The unpaved portion of the site will remain grassed with additional landscaping and trees, and will also be used as an amenity area for residents and visitors. This project was approved by the SPRC on Aug 31, 2011. The site plan approved for the property would include a 4’ high fence and landscaping to buffer the parking lot from the homes across the street, and planting by the purchaser of three street trees on Pall Mall Road.

Recommendation: Approval

8. REVISED FINAL DESIGN APPROVAL/BELVEDERE SQUARE PUD – SUN TRUST BANK SIGNAGE (Fourth District)
This request is to allow signage changes for Sun Trust Bank, which is about to locate in Belvedere Square. They proposed to install two new blue awnings, and box signage on three sides with their Sun Trust logo on a blue background. Staff has reviewed the attached signage package depicting the proposed awning and sign changes, and finds that it is reasonable, and compatible with the overall development. For this reason, staff recommends approval of the signage changes.

9. CITY COUNCIL BILL #11-0739/ REZONING – 1202 SOUTH EAST AVENUE 
City Council Bill #11-0739 seeks to rezone the property known as 1202 South East Avenue (Lot 18 of Block 1898) from its current M-2-2 zoning designation to the R-8 category. This represents a change from industrial to residential zoning. The requested R-8 zoning category is widespread in the immediate area, including on adjacent properties. The applicant recently purchased the property and intends to do new multi-family residential development on the site. Staff has determined this request to be a permissible rezoning, given that the request for a zoning change meets the standards of Article 66B of the Maryland Annotated Code, and those of the Baltimore City Zoning Code.

The Canton Community Association has been notified of the rezoning request.

10. CITY COUNCIL BILL #11-0755/ URBAN RENEWAL – BROOKLYN-CURTIS BAY BUSINESS AREA – AMENDMENT # 5
CC Bill # 11-0755 would add additional prohibited uses that are incompatible with a City Main Street. In addition, In addition, this bill proposes expanding the requirement that all first floor uses in the B-2 area are active first floor uses that serve the public with regular business hours The bill also eliminates references to acquisition of properties, because no acquisition is proposed, and expands notification of any major development projects to include all the following groups: The Concerned Citizens for a Better Brooklyn, Community of Curtis Bay, Brooklyn Curtis Bay Coalition, and the South Baltimore Business Alliance

The applicant (CHAI, represented by Ellen Jarrett) proposes to subdivide the property into two lots in order to build a four story building with 90 units for housing for the elderly and to create a lot for an existing 600 student school. The elderly housing project will be known as the “Manor South”.

On November 4, 2010, the Planning Commission reviewed and approved, subject to compliance with the Department of General Services’ requirements, the closing of certain streets and alleys bounded by Ashland Avenue, Chester Street, Eager Street, and Patterson Park Avenue and lying within the Middle East Urban Renewal Project, as shown on Plat 348-A-89. Specifically, the blocks to be closed include the 900 blocks of North Duncan, North Collington, and North Madeira Streets, the 2100 block and a portion of the 2200 block of East Eager Street, plus multiple alleys in blocks 1588 and 1589. The streets and alleys are being closed for site assembly for the construction of the New East Baltimore Community School. After the initial finding that the streets are no longer needed for public purposes, City Council Bill #11-0747 is the first in a series of bills required to complete the closing process. This request is consistent with the previous Planning Commission action, and staff remains in full support.

22. CITY COUNCIL BILL #11-0757/SALE OF PROPERTIES – 411 AND 413 NORTH WASHINGTON STREET 
On July 7, 2011 the Planning Commission approved three companion actions that were required to allow for the redevelopment of the properties known as 403-427 North Washington Street. These actions included amending the Monument-McElderry-Fayette Area Master Plan, amending the Middle East Urban Renewal Plan’s Land Use Exhibit and City Council Bill #11-0717/Rezoning – 403-435 North Washington Street from the R-8 Zoning District to the O-R-2 Zoning District. Included in the analysis of these actions was the pending sale of City properties – 411 and 413 North Washington Street – as part of the proposed redevelopment site. This request is consistent with the previous Planning Commission action, and staff remains in full support.

On November 18, 2010, the Planning Commission approved the Revised Final Subdivision and Development Plan for Bakers View – Druid Heights Community Project. This action involves a name change of the managing corporation for the project. This change is very minor and is consistent with the Planning Commission’s previous approval of this action.
