For the purpose of transferring a Video Lottery Terminal Capital Appropriation in the amount of $1,078,000 from the Department of Housing and Community Development (Account #9910-905962-9587) to the Department of Recreation and Parks (Account #9938-918032-9475 - $453,000), to the Department of Transportation (Account #9950-916050-9528 - $380,000), to Baltimore Development Corporation (Account #9910-921100-9600 - $130,000), and to the Department of General Services (Account #9916-920020-9194 - $115,000) to fund Northwest Neighborhood Improvements capital projects; and providing for a special effective date. 6. CITY COUNCIL BILL #13-0268/ZONING – SIGN REGULATIONS FOR VIDEO LOTTERY FACILITIES (Councilmembers - Edward L. Reisinger, Robert W. Curran)
For the purpose of amending the definition of “video lottery facility” to include associated parking facilities located on adjacent lots; and amending the sign regulations to establish specific regulations for signs for video lottery facilities. (Tenth District)

7. CITY COUNCIL BILL #13-0272/ZONING – CONDITIONAL USE CONVERSION OF A SINGLE-FAMILY DWELLING UNIT TO A 23-FAMILY DWELLING UNIT IN THE R-7 ZONING DISTRICT – VARIANCES – 1209 NORTH ROSE STREET (Councilmember – Warren Branch)
For the purpose of permitting, subject to certain conditions, the conversion of a single-family dwelling unit to 23-family dwelling unit in the R-7 Zoning District on the property known as 1209 North Rose Street, as outlined in red on the accompanying plat; and granting variances from certain lot area size, yard, floor area ratio, and certain off-street parking requirements. 8. CITY COUNCIL BILL #13-0269/ ZONING – CONDITIONAL USE PARKING, OPEN OFF-STREET AREA – 4001 ROLAND AVENUE ** (Councilmember – Mary Pat Clarke)
For the purpose of permitting, subject to certain conditions, the establishment, maintenance, and operation of a parking, open off-street area for the parking of 4 or more automobiles on the property known as 4001 Roland Avenue, as outlined in red on the accompanying plat. (Fourteenth District)
