For the purpose of establishing a property tax credit for a dwelling newly purchased by a homeowner who has previously received, for a certain period, the homestead property tax credit; providing for the amount, duration, and termination of the credit; imposing certain qualifications for and limitations and conditions on the credit; providing for the calculation of the local homestead tax credit on termination of the credit; defining certain terms; and generally relating to the implementation of a portable homestead tax credit. 4. CITY COUNCIL BILL #14-0425/ SALE OF PROPERTIES - PARKING STRUCTURES - 11 SOUTH EUTAW STREET, 22 SOUTH GAY STREET, 101 SOUTH PACA STREET, AND 210 SAINT PAUL PLACE (City Council President – Administration)
For the purpose of authorizing the Mayor and City Council of Baltimore to sell, at either public or private sale, all its interest in certain properties, with parking structures, known as 11 South Eutaw Street (Ward 04, Section 10, Block 0655, Lot 008A), 22 South Gay Street (Ward 04, Section 11, Block 1350, Lot 012), 101 South Paca Street (Ward 04, Section 09, Block 0666, Lot 002), and 210 Saint Paul Place (Ward 04, Section 01, Block 0608, Lot 014); and providing for a special effective date. For the purpose of adopting a new Solid Waste Management Plan for Baltimore City; providing for a special effective date; and generally relating to solid waste disposal systems, solid waste acceptance facilities, and the systematic collection and disposal of solid waste. (Citywide)

7. CITY COUNCIL BILL #14-0418/ALLEY-GATING AND -GREENING PROGRAM (City Council President – Administration)
For the purpose of clarifying and simplifying the law governing and procedures for alley-gating and -greening projects; lowering the percentage of abutting property owners required to initiate a petition to gate an alley; simplifying the process for obtaining review of petitions by the Police and Fire Departments; clarifying the different requirements for gating, but not greening, an alley, gating and greening an alley, and greening an alley for which gating has already been approved; consolidating and conforming repetitive requirements that are common to all processes; correcting, clarifying, and conforming related provisions; and generally relating to the gating, greening, and leasing of alleys under the authority of City Charter Article II, § 35(e) and (f). 8. CITY COUNCIL BILL #14-0423/ SALE OF PROPERTY - 720 PENNSYLVANIA AVENUE(City Council President – Administration)
For the purpose of authorizing the Mayor and City Council of Baltimore to sell, at either public or private sale, all its interest in certain property known as 720 Pennsylvania Avenue (Block 0544, Lot 022) and no longer needed for public use; and providing for a special effective date. 9. CITY COUNCIL BILL #14-0424/ URBAN RENEWAL - MARKET CENTER - AMENDMENT(City Council President – Administration)
For the purpose of amending the Urban Renewal Plan for Market Center to reauthorize the acquisition of properties within the Project Area, to clarify and correct certain language, to amend Appendix B to add a certain property, to revise an Exhibit Sheet to reflect a change in the Plan, and to extend the life of the Plan; waiving certain content and procedural requirements; making the provisions of this Ordinance severable; providing for the application of this Ordinance in conjunction with certain other ordinances; and providing for a special effective date. 10. CITY COUNCIL BILL #14-0410/ BALTIMORE CITY LANDMARK LIST - REHOBOTH CHURCH OF GOD IN CHRIST JESUS APOSTOLIC (Councilmember - William "Pete" Welch)
For the purpose of designating Rehoboth Church of God in Christ Jesus Apostolic, 700 Poplar Grove Street, as a historical landmark. (Ninth District)

11. CITY COUNCIL BILL #14-0419/ ZONING - CONDITIONAL USE CONVERSION OF A 2-FAMILY DWELLING UNIT TO A 4-FAMILY DWELLING UNIT IN THE R-8 ZONING DISTRICT - 100 SOUTH STRICKER STREET (William "Pete" Welch)
For the purpose of permitting, subject to certain conditions, the conversion of a 2-family dwelling unit to a 4-family dwelling unit in the R-8 Zoning District on the property known as 100 South Stricker Street, as outlined in red on the accompanying plat. (Ninth District)
